USDA Finalizes Updated Environmental Review Rules

The changes streamline the review process while maintaining environmental considerations.

The Department of Agriculture (USDA) finalized revisions to its National Environmental Policy Act (NEPA) regulations—consolidating multiple agency rules into a single framework. The update is intended to reduce the volume of regulations and to shorten environmental review timelines for projects involving agriculture, infrastructure, and land management.

Officials said the changes will maintain required environmental analysis while improving efficiency in federal decision-making. The revised approach follows earlier interim updates and aligns with broader federal actions affecting environmental review processes. 

“Since last July, agencies at USDA have shown they can reduce environmental review timelines by up to 80%. These faster, more efficient reviews are saving the Department millions in taxpayer dollars,” said Secretary Brooke Rollins. 

“NEPA is a procedural statute meant to ensure the government considers reasonable environmental analysis before making a final decision,“ said Deputy Secretary Stephen Vaden. “With this reform, we return NEPA to its intended role of requiring analysis and unleash the ability of USDA to once again get the American people’s work done,”
